The Level 5, or softshell layer in the ECWCS (Extreme Cold Weather Clothing System) is meant to be an intermediate between wind-stopping and breathability with a sprinkle of retaining insulation underneath. These jackets themselves are not insulated but they are designed to hold heat. They are lightweight but still pack in all the features of an outer layer.
